(1) The Council shall be a self-governing and organized body with inalienable succession (2) All the proceedings of the Council shall have its own seal.
(3) The council may acquire, enjoy, sell or dispose of movable and immovable property as well as in any other manner.
(4) The council can file a complaint in its own name as well as a person and can file a complaint against the council in the same name.
